First Colony

First Colony is a 9,700-acre master-planned community that Sugarland Properties, Inc., a subsidiary of Hines, began developing in 1976. The now-mature project includes a complete range of residential properties including apartments, townhomes and single-family homes; the First Colony Mall  and other retail centers; plus hotels, an office district, an industrial park, churches, schools, municipal services and hospitals.

HMA Consulting provided security master planning and consulting services from the inception of the major retail developments.  This work included security master planning, emergency response coordination, police coordination, and development of technical aspects of the new taxing authority created by the state legislature to fund the implementation of a citywide security master plan.
